I am directed by Mr Secretary Chamberlain to inform you carefully that he has very carefully considered your Memorandum of the 7th inst: as to the desirability of retaining the services of the Assistant Harbour Master, but he regrets to hope that he cannot hold out hope that the appointment will be permanently maintained, nor after fully considering your suggestion on the subject, does he consider that the alternative of placing the whole water police under the Harbour Master is desirable.
